Byddwn wedi cael cyfle i ddiwygio a gwella'r darpariaethau hynny fel Aelodau o'n deddfwrfa yma yng Nghymru, ac, wrth gwrs, yn y pen draw, byddai hynny wedi osgoi'r angen am femorandwm cydsyniad deddfwriaethol lluosog ar wahanol faterion.

We would have had an opportunity to amend and improve those provisions as Members of our legislature here in Wales, and, of course, ultimately that would have avoided the need for multiple LCMs on different issues.
