Mae'r Awdurdod Cystadleuaeth a Marchnadoedd wedi rhybuddio mewn adroddiad diweddar bod rhy ychydig o lawer o gartrefi, darpariaeth anodd ei rhagweld, a thargedau gwan, anghyson gan awdurdodau cynllunio lleol yng Nghymru.
