I’m pleased to be opening this debate today on behalf of the Finance Committee on the Welsh Government’s spending priorities for 2026-27—the fourth and final such debate in this Senedd.

Fel y clywsom yn y blynyddoedd blaenorol, mae rhanddeiliaid eisiau i Lywodraeth Cymru symud oddi wrth benderfyniadau gwariant adweithiol a mabwysiadu dull mwy strategol a hirdymor wrth wneud ei phenderfyniadau cyllidebol.

As we've heard in previous years, stakeholders want the Welsh Government to move away from reactive spending decisions and adopt a more strategic and longer term approach when making its budgetary decisions.
