Rwy'n credu bod y Bil hwn yn gosod cynsail cyfansoddiadol hynod bryderus, ac mewn maes sy'n eithaf hanfodol i iechyd ein democratiaeth—etholiadau Cymru, gan gynnwys ethol i'r sefydliad hwn.

I think that this Bill sets an incredibly worrying constitutional precedent, and in an area that is pretty essential to the health of our democracy—Welsh elections, including election to this institution.

A gadewch i ni feddwl wedyn hefyd am y cynsail ehangach, oherwydd mae'r Bil yn diwygio Deddf Llywodraeth Cymru 2006 mewn perthynas ag etholiadau.

And let's also think then about the wider precedent, because the Bill amends the Government of Wales Act 2006 in relation to elections.

Ac felly, byddwn yn pleidleisio yn erbyn y cynnig cydsyniad deddfwriaethol hwn, oherwydd credwn ei fod yn gosod cynsail bryderus iawn, ac rydym yn annog Aelodau eraill i ymuno â ni.

And so, we will be voting against this LCM, because we think it sets a very worrying precedent, and we urge other Members to join us.

Fy mwriad i yw sicrhau bod Llywodraeth Cymru yn darparu eglurder llwyr o ran sail gyfreithiol y gwaharddiad, o ran y canlyniadau economaidd, ac o ran y cynsail y mae hyn yn ei osod i'r dyfodol.

My purpose is to ensure that before any decision is made, the Welsh Government provides complete clarity on the legal basis for the ban, on the economic consequences, and on the precedent it sets for the future.
