Fel y clywsom yn y blynyddoedd blaenorol, mae rhanddeiliaid eisiau i Lywodraeth Cymru symud oddi wrth benderfyniadau gwariant adweithiol a mabwysiadu dull mwy strategol a hirdymor wrth wneud ei phenderfyniadau cyllidebol.

As we've heard in previous years, stakeholders want the Welsh Government to move away from reactive spending decisions and adopt a more strategic and longer term approach when making its budgetary decisions.

I think we need to be proactive, not reactive, as Laura Anne Jones said, and I think there are two issues that we need to start thinking about seriously now.
