Felly, wrth dderbyn yr argymhelliad ynghylch targedau, rydym yn mynd i wneud gwaith manwl gydag awdurdodau lleol i geisio sefydlu llwybrau ar gyfer gwella, ond rydym am wneud hynny mewn ffordd a fydd, gobeithio, yn osgoi'r canlyniadau anfwriadol hynny.
So, in accepting that recommendation around targets, we are going to be doing some detailed work with local authorities to try to establish some trajectories for improvement, but we're going to do that in a way that hopefully avoids those unintended consequences.

The Welsh Government brought in excellent legislation to ban and place a premium charge on unauthorised waste dumps, but people are getting around this by, instead of dumping, creating a large-scale fire, which also sends noxious gases into the atmosphere.
