Mae'r Papur Gwyrdd hwn yn bodloni rhwymedigaethau statudol sydd wedi eu gosod ar Weinidogion Cymru, ond mae hefyd yn paratoi ar gyfer y penderfyniadau sydd angen eu gwneud yn nhymor nesaf y Senedd.

But it does need to be clearly set out in the Bill about what 'accessibility' means, what the required standards are, and what happens if they're not met.
