Daw'r angen i ddechrau'r broses hon nawr o ganlyniad i Ddeddf Deddfau Trethi Cymru etc. (Pŵer i Addasu) 2022, a basiwyd yn ystod tymor y Senedd hon ac a ddaeth i rym ar 9 Medi 2022.

The need to begin this process now comes as a consequence of the Welsh Tax Acts etc. (Power to Modify) Act 2022, passed during this Senedd term and which came into force on 9 September 2022.

Mae Deddf Deddfau Trethi Cymru etc. (Pŵer i Addasu) yn cynnwys cymal machlud ar y trefniadau presennol ar gyfer ymdrin â newidiadau angenrheidiol yn y maes hwn.

The Welsh Tax Acts etc. (Power to Modify) Act includes a sunset clause on the current arrangements for dealing with necessary changes in this area.

Byddai hefyd yn rhoi'r pŵer i ni leihau terfynau ymhellach pe bai rheolau teithio anifeiliaid anwes yn parhau i gael eu torri.

It would also give us the power to reduce limits further should pet travel rules continue to be abused.

Un o'r pwerau hyn yw pŵer cydamserol—hynny yw, pŵer sy'n galluogi Gweinidogion Llywodraeth y DU a Gweinidogion Cymru i wneud rheoliadau mewn maes sydd o fewn cymhwysedd deddfwriaethol y Senedd.

One of these powers is a concurrent power—that is, a power that enables both UK Government Ministers and the Welsh Ministers to make regulations in an area that is within the Senedd’s legislative competence.
