Mae rhai yn darparu disgresiwn eang, gan gynnwys pennu'r cyfraddau treth a, phan fo'n berthnasol, trothwyon, neu gyflwyno, diwygio neu ddiddymu rhyddhad, tra bod eraill yn fwy cyfyngedig.

Some provide a wide discretion, including the setting of the tax rates and, where relevant, thresholds, or the introduction, amendment or repeal of a relief, whilst others are more circumscribed.

Unwaith eto, rwy'n falch bod yr Ysgrifennydd Cabinet wedi derbyn ein trydydd argymhelliad, sy'n gofyn iddo esbonio sut mae'r costau hyn wedi'u pennu, gan gynnwys y rhagdybiaethau a wnaed.

Again, I am pleased that the Cabinet Secretary has accepted our third recommendation, which asks him to explain how these costs have been determined, including the assumptions made.
