7 1° Tig leis an Uachtarán, tar éis comhairle a ghlacadh leis an gComhairle Stáit, teachtaireacht nó aitheasc a chur faoi bhráid Tithe an Oireachtais i dtaobh aon ní a bhfuil tábhacht náisiúnta nó tábhacht phoiblí ann.

7 1° The President may, after consultation with the Council of State, communicate with the Houses of the Oireachtas by message or address on any matter of national or public importance.
