7 1° Tig leis an Uachtarán, tar éis comhairle a ghlacadh leis an gComhairle Stáit, teachtaireacht nó aitheasc a chur faoi bhráid Tithe an Oireachtais i dtaobh aon ní a bhfuil tábhacht náisiúnta nó tábhacht phoiblí ann.
